This study attempts to examine the effect of job satisfaction variable and organizational
commitment on employee performance through the activity of quality control group in
Dinaskertrans office of East Java Province. The reason for this research is because East Java
Disnakertrans often holds GKM training to several institutions, which in fact is not enough if
internally in East Java Disnakertrans not yet implement Quality Control Unit by its own employees
in its daily operation related to public service. This research also attempts to examine how far the
GKM has been implemented in East Java Disnakertrans. The study was conducted by taking a
sample of 187 functional level employees from a population of 340 employees. The data were
collected by questionnaire as an instrument which then the result of the answer was quantized based
on the scale used and processed by using the path analysis model. The result of this research is the
activeness of the quality control group is very important role as the moderation variable to explain
the influence of job satisfaction and organizational commitment to employee performance.
